Haldia Petrochemicals Complex
The persistent efforts of the Department helped Haldia Petrochemicals
Limited to commission its plant in March, 2000. The commissioning
of Haldia Petrochemicals is expected to give impetus to the growth
of downstream plastic processing sector in the eastern region. The
department also played a proactive role in early commissioning of
Gandhar gas cracker and downstream plants, p-Xylene and Poly Propylene
plants of Reliance Industries Limited and PTA plant of MCC (PTA)
Limited. With the commissioning of above plants, the country has
attend self-sufficiency in Petrochemicals, which would help save
valuable foreign exchange.
Self Reliance in Petrochemicals
On the eve of commissioning of MCC (PTA) project, Minister (C&F)
addressed a Japanese delegation for further strengthening of cooperation
and facilitating investment in the downstream petrochemical industries.
Joint Secretary, Department of Chemicals and Petrochemicals, also
made a presentation on the petrochemical scenario and the liberalized
policies of the Government.
Commissioning of Gandhar Gas Cracker
The Commissioning of Gandhar Gas Cracker has helped the state
owned IPCL to emerge as largest producer of Ethylene with a capacity
of 8.3 lakhs tons. Domestic capacity of Ethylene has increased to
2.4 million tonnes and polymer capacity to over 4 million tonnes.
Record Production by IPCL
Indian Petrochemicals Corporation Ltd., achieved a record production
of 11.76 lakh tonnes in 1999-2000 registering a growth of 13% over
the previous year. The company also achieved a record gross sale
turnover of Rs.4887 crores in 1999-2000 and the increase in sales
is an impressive 27% over the previous year.
Exports of Polymer, PTA and Para-Xylene
The domestic petrochemical industry has been transformed from
net importer to net exporter. For the first time in the history
of petrochemical, the country would have substantial quantities
of plastics, PTA and P-Xylene for exports. The installed capacity
of plastics would be in excess of 8 lakh tons.
Gas Cracker Project in Assam
For expeditious implementation of gas Cracker project in Assam,
the critical issue of feedstock supply has been resolved. M/s. Reliance
Assam Petrochemicals Ltd. (RAPL) and Oil India Limited (OIL) has
initialed draft Gas Supply Contract on July 6, 2000. They have further
agreed to execute the final Gas Supply agreement at the earliest,
subject to the approval of their respective Board of Directors and
acceptance by financial institutions from RAPL side. RAPL has also
taken up with ONGC for similar agreement. With the finalization
of gas Supply agreement, it is expected that other issues would
get resolved.
Augmenting downstrean capacities
The rapid growth in demand of petrochemicals will necessitate augmenting
ethylene and downstream capacities. With this in view , a meeting
with the holders of industrial approvals for naphtha cracker was
taken by the Secretary, Chemicals & Petrochemicals, which evoked
a favourable response.
Support to Plastic Industry
With a view to facilitating modernization and supporting growth
of plastic processing industry, a Sub Group on Plastic Processing
Industry was constituted. The Sub Group would soon submit its recommendations.
Technology Upgradation Fund (TUF) Scheme
Ministry of Textiles constituted Technology Upgradtion Fund (TUF)
Scheme for the modernization and upgradation of Textile indusry.
However, the synthetic fiber industry, an important segment of Textile
industry, was out of its purview. At the initiative of the department,
a Sub-Group has been constituted by the Ministry of Textiles for
working out the norms for extending the scheme.
OIDB support to CIPET for T&D
Oil Industries Development Board sanctioned Rs 11.46 crore grant-in-aid
for upgrading and strengthening training facilities with the state-of-the-art
machinery and equipment, out of which Rs.3 crore have already released.
The upgradation and strengthening of facility would enable CIPET
to equip the trainees to meet emerging requirement of trained manpower
for the fast developing Plastic processing Industry.
Plast India 2000
Department actively participated in Plast India 2000, an International
Exhibition cum Conference organised by Plast India Foundation during
February, 2000. The exhibition was to promote plastic industry in
India and helped in forging the business ties.
JPMA
The Department presented the facts relating to provisions of JPMA
in proper perspective and thereby helped the cause of Plastic woven
sacks industry, which is dominated by small-scale industry.
